Utopian Solution to Higher Ed's Problems: Make It Free

In this week's Pope Center Clarion Call, I review a recent book by Robert Samuels, Why Public Higher Education Should Be Free. Samuels understands that much of our higher ed system is wasteful and leads to very poor learning outcomes, but his solution is utopian – have the federal govenrnment pay for tuition, fees, room and board for all students attending public colleges and universities. That would not, I maintain, solve anything, but would make existing problems worse and create new ones.
