The First Amendment and UW/Stout

First Amendment guarantees of freedom of speech are really not the thing these days at UW/Stout, as Competitive Enterprise Institute senior attorney Hans Bader notes in this recent piece. If you think you're uncomfortable with the university's "diversity" policies or would like to post some satirical material on your web page, you're probably well advised to clear it with the authorities before you proceed on your own. But, as a state institution, isn't the university bound uniformly by all relevant First Amendment protections? Apparently UW administrators don't think so.
